CASE #: ~ <br /> <br />REQUEST FOR SKETCH PLAN REVIEW OF GADS PRAIRIE; <br />CASE OF AARON STRITESKY CONSTRUCTION <br /> By: Sylvia Frolik, Asst. Community Development Director <br /> <br />Background: <br /> <br />Aaron Stritesky submitted a sketch plan to develop I 1 unattached townhome units on the <br />property located to the west of Nowthen Boulevard and north of Iodine Street N.W. The <br />following items are enclosed for your information: <br /> <br />a) Site location map <br />b) Sketch plan <br />c) City Staffreview letter dated February 23, 2006 <br /> <br />Notification: <br /> <br />No public hearing is required at the sketch plan stage of a plat. However, the City Council <br />adopted a policy requiring notification of a proposed subdivision be sent out to residents within <br />350 feet of the subject property during sketch plan submittal. Staff attempted to notify property <br />owners within 700 feet of the subject property. <br /> <br />Observations: <br /> <br />The subject property is approximately 2.3 acres in size and is zoned R-2 Medium Density <br />Residential which allows up to 7 units per acre. The sketch plan proposes 11 units, which <br />equates to a density of approximately 4.7 units per acre. <br /> <br />City Code requires all town_home developments to be served by at least one main public road. <br />The sketch plan has been designed to be served solely by a private street. This design conflicts <br />with City Code. It is noted that the depth of the property presents a hardship with respect to <br />providing a full 60 foot public right-of-way. An alternative that might be explored is designing <br />the plat with a public service road which requires a 45 foot wide public right-of-way. This <br />service road would have to be constructed to the north property line of the property to facilitate <br /> th <br />eventual connection at 146 Avenue N.W. as development occurs to the north. <br /> <br />The R-2 District requires the following structure setbacks: 25 feet from public right-of-way, 30 <br />feet from plat boundaries, and 20 feet separation between buildings. It is apparent that even with <br />a private road width of 30 feet, the plat as proposed cannot comply with the established setbacks. <br />Designing the plat with a full width public road or service road will intensify the deficiency in <br />setback distances unless the number of units is reduced. The depth of the property is a challenge <br />and a combination of reduction in units and a variance may be required. <br /> <br />71 <br /> <br /> <br />
