functions of the river corridor, and providing for the continuation of development of a <br />variety of urban uses where appropriate within the river corridor. <br /> <br />The Mississippi River Corridor shall be managed in a manner consistent with its natural <br />characteristics and its existing development, the Executive Order 79-19 district <br />guidelines, and in accordance with regional plans for the development of the <br />Metropolitan Area. <br /> <br />The Mississippi River Corridor shall be managed in accordance with the Critical Areas <br />Act of 1973, the Minnesota Environmental Policy Act of 1973, and the Governor's <br />Continuing Critical Area Designation Order, Executive Order #79-19, and other <br />applicable state and federal laws. <br /> <br />The Mississippi River Corridor shall be managed in accordance with the Minnesota Wild <br />and Scenic Rivers Act (M.S. 103F.301 - 103F.345), and the Rules for the Mississippi <br />Wild and Scenic River. <br /> <br />The Mississippi River Corridor shall be managed in accordance with the Ramsey <br />Comprehensive Plan and the Mississippi River Critical Area Corridor/MNRRA Plan <br />included therein. <br /> <br />D. Establishment of Mississippi River Overlay District. The Mississippi River Overlay District <br /> is hereby established as part of the Zoning Ordinance of Ramsey, Minnesota. The district <br /> shall overlay the zoning districts so that any parcel of land lying in overlay districts shall also <br /> lie in underlying established zoning districts. Territory within an overlay district shall be <br /> subject to the requirements established in this code as well as restrictions and requirements <br /> established by other applicable codes and regulations of Ramsey. Where a conflict may <br /> arise, the more restrictive code provisions shall apply. <br /> <br />E. District Boundaries. For purposes of determining the application of this code to any <br /> particular parcel of land, the boundaries of the Mississippi River Overlay District urban and <br /> rural overlay subdistricts are hereby established as designated and shown on the official <br /> zoning map. Said map and the boundaries shown thereon are hereby made a part of this code <br /> and are incorporated by reference with the same force and effect as if fully set forth herein. <br /> <br />The boundaries of the Mississippi River Overlay District are consistent with the Executive <br />Order 79-19 boundary legally described as follows: <br /> <br />Commencing at the point where the west boundary line of Anoka County intersects with <br />the north boundary line of Hennepin County, thence north along said Anoka County west <br />boundary line to the NW comer of the NW quarter of the SW quarter of Section 19 <br />(T32N, R25W), thence east along the north side of the NW quarter of the SW quarter of <br />Section 19 (T32N, R25W) to its intersection with the center line of U.S. Highway 10, <br />thence along said center line in a southeasterly direction to the intersection with the north <br />side of Section 30 (T32N, R25W), thence eastward along the north side of Section 30 to <br />the NW comer of Section 29 (T32N, R25W), thence south along the west side of Sectinn <br />29 to the SW comer of the NW quarter of said Section 29, thence east along the south <br />side of the NW quarter of said Section 29 to the NW comer of the NE quarter of the SW <br />quarter of said Section 29, thence south along the west side of the NE quarter of the SW <br />quarter of said Section 29 to SW corner of the NE quarter of the SW quarter of said <br />Section 29, thence east along the north llne of the southeast quarter of the southwest <br /> <br />page 2 <br /> <br />Mississippi River Overlay District <br />Draft- Oct '05 <br /> <br /> <br />
