G. Underlying Zoning Districts. All permitted, conditional uses and accessory uses as permitted, <br /> regulated and administered for the underlying zoning districts and the corresponding Zoning <br /> Map, shall be permitted within all overlay subdistricts within the Mississippi River Overlay <br /> District provided ail of the provisions and requirements as regulated herein are also met. <br /> <br />Where a conflict may arise between the provisions of the underlying zoning district and the <br />Mississippi River Overlay District, the more restrictive provision shall apply. <br /> <br />H. Permitted Uses. <br /> <br />1. Those uses permitted in the underlying zoning district subject to the provisions of this <br /> code. <br /> <br />2. Residential Development. Residential uses are permitted in all overlay subdistricts per <br /> the requirements of the underlying zoning district. <br /> <br />Business and Industrial Development. Business uses are permitted in all overlay <br />subdistricts as identified in Executive Order 79-19, per the requirements of the <br />underlying zoning district and guidance from the Comprehensive Plan. <br /> <br />4. Agricultural Uses. All agricultural uses shall be permitted in all overlay districts except <br /> new feedlots which shall not be permitted. <br /> <br />5. Mining and Extraction. No new mining and extraction shall be permitted in any overlay <br /> district and existing mining operations shall not be permitted to expand. <br /> <br />Signs. No general advertising signs shall be permitted in any overlay district which am <br />visible from the Mississippi River or which are prohibited by the provisions of the zoning <br />code. <br /> <br />7. Public/Private docks. Commercial marinas are prohibited. Individual and shared use <br /> docks are regulated by the DNR as regulated by Minnesota Rules on public water bodies. <br /> <br />I. Conditional Uses. <br /> <br />Within any of the Mississippi River Overlay Subdistricts no structures or land shall be <br />used except for one or more of the following uses or uses deemed similar by the City <br />Council except by a conditional use permit. <br /> <br />a. Aboveground transmission service lines. <br /> <br />b. Public marinas, boat fueling facilities, boat accesses or boat launching ramps to the <br /> Mississippi River. <br /> <br />c. Dumping of dredge spoils, dredging or construction or pilings. <br /> <br />J.
