10. That the City Code requires Planned Unit Developments to contain 50% private or 20% <br /> public open space. <br /> <br />11. <br /> <br />That the November 10, 2005, version of the preliminary plat proposes 9.45 acres of private <br />open space for the Planned Unit Development portion of the plat; this equates to 66% open <br />space and exceeds the 50% requirement for private open space requirement. <br /> <br />12. <br /> <br />That on July 19, 2005 and September 20, 2005, the City Council expressed the intent to <br />pursue working with the Applicant to provide for single family development that will also <br />preserve land on the Subject Property for future municipal and school sites. <br /> <br />13. That the Applicant is requesting deviations from the standard lot width, area and yard <br /> setbacks in order to preserve the maximum amount of property possible for the future <br /> public/quasi-public sites. <br /> <br />t4. That the proposed development will not exercise substantial detrimental influence on the <br /> market value of surrounding properties. <br /> <br />15. That the proposed development will show a favorable economic impact on the community <br /> at large. <br /> <br />16. That the proposed development will not adversely impact natural features such as wetlands, <br /> water features, woodlands, and steep slopes. <br /> <br />17. That the proposed development will protect and preserve scenic qualities to the greatest <br /> extent possible. <br /> <br />18. <br /> <br />That the proposed development will not impose undue burden on public services and <br />facilities, including fire and police protection, schools, streets, water systems, sanitary <br />sewer systems and storm sewer systems. <br /> <br />19. <br /> <br />That the proposed development is designed in such a way as to form a desirable and unified <br />environment within its own boundaries, and also will be detrimental to future land uses in <br />the surrounding areas. <br /> <br /> NOW THEREFORE BE IT RESOLVED THAT THE CITY COUNCIL OF THE <br />CITY OF RAMSEY FINDS THE FOLLOWING: <br /> <br />a) <br /> <br />b) <br /> <br />That the action to rezone a portion of the Subject Property to Planned Unit <br />Development to achieve flexibility in lot size and area for single family lots is <br />acceptable. <br />That the action to rezone a portion of the Subject Property to Public/Quasi Public is <br />acceptable. <br /> <br /> RESOLUTION #05-11-390 <br /> Page 5 of 6 <br />-174- <br /> <br /> <br />
