Case # <br /> <br />CONSIDER AWARD OF BIDS AND CONSTRUCTION ENGINEERING <br />SERVICES FOR IMPROVEMENT PROJECT 03-20 <br /> NW SANITARY SEWER AND WATERMAIN EXTENSION <br /> By: Brian Olson, Principal City Engineer/Assistant Director <br /> of Public Works and Steven Jank0wski, City Engineer <br /> <br />Background: <br /> <br />Bids for this project xvere opened on Thursday, February 23, 2005 and bids were received <br />as follows: <br /> <br />LaTour Construction <br />Arcon Construction <br />Barbarossa & Sons, Inc. <br />Northdale Construction <br /> <br />$6,693,820.17 <br />$7,515,697.97 <br />$7,761,879.18 <br />$10,715,102.37 <br /> <br />The low bid received is 3.2% higher than the engineer's estimate of $6,488,497.65 for <br />this project. The project consulting engineer, Bolton & Menk Inc., has reviewed the bids <br />and a copy of their letter recommending award of the project to LaTour Construction is <br />attached to this case. <br /> <br />It should be noted that 54 property acquisitions are involved along the route of this <br />project. As a result of the elimination ora proposed trail property owners have been more <br />receptive to negotiating for the necessary easements. At this time most property <br />easements have been finalized, and an eminent domain resolution for the remaining <br />properties was adopted by Council on December 13, 2006. Appraisals are being prepared <br />which are necessary elements of the formal property acquisition offer. Staff feels <br />confident that an award can be made at this time as it anticipates several months of work <br />will be required before work on the outstanding parcels will need to take place. <br /> <br />The scope of this work will require engineering construction services to assist the City <br />engineering department in the staking, inspection, and project administration. Attached is <br />a proposal from Bolton & Menk Inc. to provide these services for a not to exceed amount <br />of $475,200. This amount represents 7% of the construction cost which is a reasonable <br />factor for such services. Bolton & Menk Inc. has been involved with this project since its <br />inception in 2003 and has prepared plans and assisted the City with other support <br />services. The design for this project was done by Bolton & Menk. Their original proposal <br />was for a not to exceed amount of $500,000. Since this project resulted in a significant <br />amount of time in alternate analysis and resulting environmental work, the total invoiced <br />amount as of this date for the original proposal is $575,000. By the attached proposal <br />Bolton & Menk has indicated their commitment to the ohginal not to exceed amount. <br /> <br />q <br /> <br />-197- <br /> <br /> <br />
