Mr. Peck stated that North Fork, Inc. feels that the Planning Commission's tabling of the
Northfork 3rd Addition sketch plan is unjustified since it has no bearing on the trail issue.
Mr. Peck stated that through this meeting, it seems the direction to North Fork would be to
explore the possibility of providing a trail loop in the northeast comer of the plat or in the
southermost area of the plat. Nonhfork residents also have concerns and are looking to the
City for answers regarding whether the loop will be the begining and end of a trail; what
the trail will look like; timing for development of the trail; funding for trail development;
whether or not cash park dedication from Northfork can be used for park related
improvements within the P.U.D.

Discussion ensued regarding aligning a southern loop between the railroad tracks and the
golf course. Commissioners Shumway and Hendriksen agreed that the trail width could be
narrowed if the alignment is feasible. Mr. Banwart noted that it may be possible that
portions of the Burlington Northern and United Power Association easements in this area
could be credited towards trail width.

Mr. Goodrich advised the Planning Commission to not continue tabling Northfork 3rd and
4th Additions, but rather make recommendations and move the cases through the process.

The consensus of those present was to appoint the following persons to a Northfork Park
Dedication Subcommittee to meet with City Staff to formulate recommendations for
resolving areas of concern in the existing Park Dedication Agreement:

Mr. Dennis Peck, North Fork, Inc.
Mr. Terry Hendriksen, Planning & Zoning Commission
Mr. Ron Hedand, Park & Recreation Commission
Councilmember DeLuca, City Council
Mr. David Ballard, Northfork residents

ADJOURNMENT

.M. otion b.y Commissioner Shumway and seconded by Chairman Hetland to adjourn the
joint meenng.

Motion carried.
