Answer: Once funding source is identified, the project will
go.

3) What method of financing does the County propose in their
budget for the construction of this proposed bridge project
(Federal Aid Urban (FAU) Fund, State Highway Aid Fund, County
Road and Bridge Fund, other grants)?

Answer: We will use any combination of funds available. County
bonding authority and Federal Grants. It is still possible to
get Federal money.

4) It has been announced that for all practical purposes, the
Federal Economic Development Administration grant funding will
not be available through the President Reagan Budget for fiscal
year 1982. Is this an appropriate assumption?

Answer: Willpursue Federal Econbmic Development Administration
grant funding but are not optimistic.

5) Has contact been made with Senators Boschwitz and Dur'enberger
in regards to what grant funding will be available for this Rum
River Bridge Crossing if the Federal Economic Development Admini-
stration fupding won't be available?

Answer: They have been contacted numerous occasions and Senator
Durenberger has been helpful in getting the project moving.

6) What does the County propose to do about the Rum River Bridge
Crossing if there is not Federal grant dollars available?

Answer: We are pursuing Federal Aid Urban dollars - basically
bridge funds and safety funds. We will be getting some response
from Washington, D.C.

7) How much has' the County spent on this very critical project
as of this date?

Answer: $60,000. Consulting effort, ElS, PDR, staff time of
the County Highway Department, administration time, etc.

Mayor Camec replied that he did not feel that the push is really there for
the Rum River Bridge Crossing. Commissioner Fields replied that he has done
everything he knows to get this thing moving and get plans approved. Just
· can't get funding without a set of approved plans. The EIS has to be
approved. '

Mayor Camec asked when will the EIS be approved?

The Assistant County Engineer Mr. Redpenney stated that they will have the
draft of the draft of the EIS (Environmental Impact Statement) back in mid-
August. We will make comments and and present them formally. Hopefully

not many changes will be necessary. --

C/July 28, 1981 Page 2 =
