This newsletter, <br />very briefly, reports what has been happening~ithin the <br />a preview of future activities. I would like to take this oppor- <br />tunity to invite you and your city council to consider membership <br />in the <br /> <br />The ;~.~,~, as you may know, is a lobby organization governed by a <br />Board of Directors of 18 city officials from member cities. Policy <br />is developed by five standing committees mud adopted by the member- <br />ship at an Annual meeting. Any elected or appointed official from <br />member cities may participate as he or she chooses. By joiningnow, <br />there is still time for you to participate in this very import~ut <br />process. <br /> <br />I should also like to point out that the 23~ is af~illiated with <br />the League of 5~nnesota Cities (I~fC) but' is not duplicative nor <br />competitive v~th that organization. The .~has a separate and <br />distinct miss. ion and the primary area of difference is the ~'s <br />involvement ~ith the Netropolitan Council and its agencies. The <br />D~D has no involvement with the }~etropolitan type issues. We were <br />successful on several occasions this past year through negotiation <br />and direct testimony to influence }~etropolitan Co~mcil policy <br />decisions in favor of ~ recommendations. Comprehensive Plan <br />amendment guideline~ as approved by the ~I~ Board of Directors <br />were adopted by the Net Council and authorized by the Legislature. <br />This procedure will greatly speed up the process ~nd eliminate the <br />}~et Council's involvement in many cases. .We also made reco~uendations <br />and most of which were adopted in the area of ~aste management, <br />housing, and A95 review guidelines. The ~1~,( also proposed ~nd <br />successfully lobbied into law a special legislative co~mission to <br />study the }get Council and its agencies. The study is to determine <br />if in fact the }/et Council is operating ~thin the intent of its <br />enabling legislation.
