PUBLIC HEARING <br /> CITY OF RAMSEY <br /> ANOKA COUNTY <br />STATE OF MINNESOTA <br /> <br />A public hearing was called to order by Mayor Camec regarding the Dris¢oll, <br />Baugh, 173rd Avenue and 169th Lane Street Improvement Project #81-19 at <br />the Ramsey Municipal Center, 15153 Nowthen Blvd., N.W., Ramsey, Minnesota. <br /> <br />Members Present: <br /> <br />Mayor Gamec <br />Councilmember Van Wanger <br />Councilmember Sorteberg <br />Councilmember Reimann <br />Councilmember Cox <br /> <br />Also Present: <br /> <br />City Administrator Sc~nelle <br />City Engineer Pete Raatikka <br /> <br />City Engineer Raatikka made the pyesentation for the project. <br /> <br />The citizen who resided at 17215 Driscoll questioned the $3,000 that was <br />included in this project for cleaning and installation of culverts as he <br />wanted to know if it was for the private o~ public culverts. The City <br />Engineer informed him it was for public culverts. <br /> <br />Mr. Frank Hughes, a landowner wanted to know how the project would be <br />as'sessed out. The City Engineer explained to him the Cities policy on <br />assessing out street improvements where undeveloped land was involved. He <br />also explained that if the land is under Green Acres Law that he could de- <br />fer the principle and interest payments on this improvement as long as the <br />land remained under the Green Acres law. <br /> <br />M~s. Sandy Knudson asked what determined a unit lot size as she stated she <br />owned 16 acres. City Engineer stated to her that she would be responsible <br />for five (5) assessments but that she was entitled to only one vote in the <br />straw voting procedure. <br /> <br />Mr. Jim Parfetto, 17010 Baugh Street, asked if there was a way that the . <br />people on Baugh can refuse bl~cktopping and the people on Driscoll can <br />have blacktopping. Mayor Camec told him to repetition and come in next <br />year. <br /> <br />A straw vote was taken on the project and 18 voted in favor and 9 against <br />the project... . - -. <br /> <br />Motion by Councilmember Van Wagner and seconded by Councilmember Cox to <br />close the public hearing for Street Improvement Project #81-19 at 8:10 <br />P.M. and called the regular Council meeting back to order to act on this <br />public hearing. <br /> <br /> Voting yes Mayor Oamec, Councilmembers Van Wagner, Sorteberg <br /> <br />Motion carried. <br />Reimann and Cox. <br /> <br />Voting n6 None.'_ - - <br /> <br /> C/July 28, 1981 <br /> page 6 <br /> <br /> <br />
