PROCEEDINGS OF THE CITY COUNCIL CITY OF RAMSEY ANOKA COUNTY STATE OF MINNESOTA A regular meeting of the Ramsey City Council was held on Tuesday, June 23, 1981 at the Ramsey Municipal Center, 15153 Nowthen Boulevard N.W., Ramsey, Minnesota 55303. Members Present: Mayor Gamec Councilwoman Van Wagner _Councilman Reimann Councilman Cox Councilman Sorteberg Also Present: City Administrator Schnelle City Engineer Raatikka Press: Eric Sandin The regular meeting of the Ramsey City Council was called to order at 7:03 P.M. Mayor Gamec led in the Pledge of Allegiance to the Flag. COUNCIL OLD BUSINESS: Case #2: RAMSEY'S FINANCIAL ANALYSIS REPORT Mrs. Linda Tomasselli came before the City Council to discuss the financial analysis report included in the agenda and review the financial analysis prepared for the City of Ramsey by her as a representative of the'Metropolitan Council. This preparation will aid the city in its Capital Improvement Program. The analysis shows whether there will be any surplus operating revenue to finance future capital improvements and it identifies the previous capital improve- ment financing resources used by the city and future debt repayment obligations. It also raises some important financial policy issues that the city should consider such as the levy limitation, aid distribution formula, and fiscal disparities tax base sharing formula. Councilman Cox commended Mrs. Tomasselli for her preparation and presentation. City Administrator Schnelle and City Engineer Raatikka discussed the Capital Improvement Budget. The Council discussed the water and sewer projections and the 10 acre lot size issue. Dennis Donovan from the Park Commission came before the City Council and stated there is a need for additional funds to be spent on the parks and he doesn't think the budget reflects this.
