M E T R O P O L I T A N C O U N C I L,;;;, <br />300 Metro Square Building, Saint Paul, Minnesota 55101 <br />July 13, 1981 <br />MEMORANDUM <br />TO: CAB Study Committee <br />FROM: Jim Barton <br />SUBJECT: Schedule for Adoption of 208 Water Quality Plan <br />Amendments <br />The attachel staff report to the Physical Development Committee on <br />existing debt obligations contains a schedule that is currently <br />being followed in completing the process for amending the 208 Water <br />Quality Plan. You will note that the key date is August 6, when <br />the Physical Development Committee is scheduled to take action on <br />staff recommendations after reviewing public hearing testimony. <br />I will forward a draft of this staff report when it becomes <br />available on Thursday, July 23. This report will be reviewed by <br />the 208 Advisory Committee, which is an interim stop prior to <br />mailing to the Physical Development Committee on Friday, July 31. <br />A copy of the final report will also be mailed to the CAB Study <br />Committee. <br />Since the Metropolitan Council staff position relative to the CAB <br />facility is consistent with that of the Waste Control Commission <br />and the testimony received at the public hearing, I see no reason <br />why we need to meet prior to July 31. However, should you have any <br />comments, questions or suggested language changes to the report, <br />please feel free to do so by either contacting me or John <br />Harrington (291- 6324). <br />Concurrent with the 208 amendments, the Council members are being <br />briefe3 on the Metropolitan Council /MWCC debt structure relative to <br />sewer facilities bonding. This review is a prelude to the issuance <br />of bonds that will be needed to finance projects contained in the <br />MWCC 1982 -86 Development Program. The Council, when taking action <br />to approve the construction of the CAB facility, will need to <br />understand that this action also means that the Minneapolis East <br />will be built in a manner (timing and staging) acceptable to PCA. <br />Construction of this facility will also require a commitment of <br />regional dollars due to the diminishing grant resources that <br />normally have been available through state and federal sources. <br />Finally, I will be on vacation the last week in July and the first <br />week of August. I am confident that John Harrington will be able <br />to field any questions asked by the Physical Development Committee <br />relative to the CAB, and to the coordination effort that has been <br />underway for these past six years to get the facility built.
