y <br />;X PREFACE <br />This report for the cities over 2,500 in population ranks the <br />cities in the order of their total state and federal grants and shared <br />revenues' per capita for the year ended December 31, 1979. <br />We have generated the report by computer, using System 2000 <br />(a data base management system), and the State Auditor's 1979 city <br />data base. <br />The tables show state aids to cities (intergovernmental revenues) <br />and do not the circuit breaker payments by the state, nor any <br />of the Department of Education aids to schools, state aids to counties, <br />or any other local governments. <br />The population figures used are 1979 populations, as adjusted by <br />Metropolitan Council estimates, consolidations and annexations. We <br />believe the readers will find it useful in understanding state and <br />federal grants and their impact on individual cities. <br />
