W. <br />Thank you for your letter of March 16, 1981, concerning the <br />City of Ramsey and its petition for its own postal ZIP Code. <br />I forwarded your letter to Stephen M. Gordon and recently <br />received a response to your questions concerning the status of <br />the situation. In his response, Stephen states that the ZIP <br />Code system was developed on an operational tool to facilitate <br />mail processing and delivery activities.. Since the begining <br />of the system, community boundaries have coincided with mail <br />processing requirements. In these cases,.the ZIP Codes have <br />been assigned accordingly. However, mail distribution, trans- <br />portation and delivery requirements in certain areas make the <br />assignment of individual ZIP Codes to every established community <br />impracticable. <br />There are no plans at this time to convert the Ramsey <br />Branch to an independent post office or to construct a new <br />facility.
