LETTERS AND CONB~UNICATIONS <br /> <br />Council received and reviewed a letter dated November 7, 1980 addressed to <br />Governor Quie from Ed Fields regarding the DNR water classification. <br /> <br />STAFF REPORTS <br /> <br />The reports were received and no actions were taken regarding the same. <br /> <br />OLD BUSINESS <br /> <br />DRAINAGE PROBI~B~S <br /> <br />Mr. Mason was present concerning his drainage problem. The City Attorney <br />stated that the drainage laws are such that if the City increases the run <br />off flow or the speed of the run off by blacktopping streets, the City then <br />assumes the responsibility to properly dispose of this run off by the use <br />of easements. City Administrator Sehnelle described the problem and report <br />that Mr. Mevissen made relating to 163rd and Olivine, which report is dated <br />November 5, 1980." City Engineer Raatikka saidthe drainage should be <br />directed north. There was discussion between Council andMr. Mason regarding <br />a solution to the problem. Mr. Mason was advised that the City wo~ld be <br />watching the problem. ~r. Mason asked if fill could be provided to redirect <br />the flow. The fill would be needed in his front yard. He said it wo~ld <br />take 600 to 700 cubic yards. This wonld block the drainage from other homes, <br />which is the run off source. Mr. Mason wants to have his area higher than <br />five feet by approximately one foot. His main goal is to keep the water away <br />from the tennis court. <br /> <br /> Mayor Gamec said. he feels if the culvert~is kept clean, this would avoids_ <br /> the problem. He also said that bringing in fill could be too costly, be- <br /> cause of other similarproblemsinthe City. Councilm~nrReimaunagreed.~. <br /> Counc~lman~Cox said perhaps~the blacktop could be bermed enough to keep the <br /> water out of Mr. Mason's.tenr~is court~ <br /> <br /> City Administrator Schnelle said'we should have a policy on this typerof <br /> issue mud a special meeting should be set up to address these problems. ~ <br /> Mayor Gamec said we will continue to have these problems until storm~ewer <br /> is put in. Councilman Mickelson said every problem is different and we <br /> can't have a uniform policy. Councilman Mickelson also said we didn't get <br /> a feasibility report on drainage when we blacktopped streets and perhaps <br /> we should have. <br /> <br /> City Attorney Goodrich advised that where the potential of flooding of a <br /> home or damaging a drainfield is present, the City should take specific <br /> action. <br /> <br /> Motion by Councilman Reimann and seconded by Counci]m~n Cox to table Mr. <br /> Mason's problem in order for Merle to make a visual inspection and report <br /> back to the Council. <br /> <br /> Motion carried.
