TALLE, H ERRICK & M UNNS

December 7, 1979

Lafor zti,: r,

~. Lorraine Blake
AttDrney at Law
2210 American National Bank Building
St. Paul, M/nnesota 55101

RE: Nugent's Pig Farm

Dear .Ms. Blake:

This letter will confirm our recent t~lephone conversation at which tin~ I
advised you of the City's concern regarding the fence the Nugents are presently
constructing on their property and at which t/me I also advised you that the
City has an ordinance provision prohibiting fences to six (6) feet high except
an eight (8) foot fence would be allowed where neighborning land asthetic
values are not adversely affecting. For your information, I am enclosing a
copy of the City's fencing ordinance requir~nents.

I was under the impression that the Nugents' would be getting rid of the pigs
t~y have on their, property, however, recent develou~ents seem not to show
otherwise. Therefore, I want to reiterate to you the City's concern about the
pigs, the resultant feed lot and the pollution problem. I believe that you and
your clients should also be aware that the construction of the fence will not
alleviate the City's concern about the above matters.

By return mail I would appreciate learning fron you, your client's specific
intention as to the pigs and the fence so that we might settle these matters
once and for all.

Very truly yours,

William K. Goodrich

Enclosure

cc: Mr. Lloyd G. Schnelle, City Administrator
