Schnelle
City Administrator ~ .~. .~
City of Ramsey
15153 Nowthen Blvd. N.W.
Ramsey, Minnesota 55303

Dear Mr. Schnelle:

Reference is made to your letter dated September 25, 1979, requesting
that the Anoka County Health Department conduct an investigation for
public health reasons at the property of Mr. Robert Nugent, 6165 Green
Valley Road, Anoka, Minnesota. This office was asked to investigate
the premises for stockpiling of animal waste and possible rodent in-
festation.

On September 25, 1979, Police Chief, Mike Auspos and I visited the above
referenced property. The following is a summary of our findings at the
time of our inspection:

1) There were approximately 25 pigs on the property. The pigs
were housed in two pens located north and east of the barn.
The individual we spoke with on the site indicated that on
occasion he has as many as 70 pigs located on the property.

2) The hog pens were relatively free from animal waste. There were
some animal droppings located throughout the yard.

3) There was an odor present that apparently is resulting from
the animal operation.

4) One burrow was found in the creek bank. This burrow was lo-
cated at the top of the bank and appeared to be an inactive
burrow as leaves and spider webs were located inside of it.
It is unknown the type of animal that made the burrow.

5) The pens that house the hogs are constructed with concrete
slab floors. In both instances, the concrete slopes toward
the river bank. The slabs terminat6 on or immediately adjacent
to the crest of the bank. The drainage from the slabs is down
the bank and into Ford Brook. The southerly pen, also has
gutters adjacent to the edge of the concrete. These gutters
drain to a 4" pipe that discharges liquid waste very close to
the water surface of Ford Brook. The bank of Ford Brook, in
the area of the southern pen, was saturated with animal waste.

Affirmative Action / Equal Opportunity Employer
