CONDITIONALUSE PROCEDURE 1) Complete application form provided. Before any Conditional Use Permit can be granted, there shall be written findings of fact demonstrating compli- ance with rules governing individual Conditional Use Per- mits and that satisfactory provisions and arrangements have been made concerning the following where applicable: a) c) Ingress and egress to property and proposed structures thereon with particular reference to automotive and pedestrian safety and convenient traffic flow and con- trol, and access in case of fire or catastrophy; Off-street parking and loading areas where required, with particular attention to Item (a) above, and the economic, noise, glare, or odor effects of the special exception on adjoining properties and properties gen- erally in the district; Refuse and service areas, with particular reference to Items (a) and (b) above; d) Utilities, with reference to locations, availability, and compatibility; e) Screening and buffering with reference to type, dimen- sions and character; f) Signs, if any, and proposed exterior lighting with reference to glare, traffic, safety, economic effect, and compatibility and harmony with properties in the district; g) Required yards and~other open space; h) General compatibility with adjacent properties and other property in the district. ~ Payment of a fee as determined by resolution of the City Council which is commensurate with the cost of processing this application. The staff shall review and make recommendations to the Planning Commission for their review and action. If a conceptual rendering is needed, 10 copies (or one 8 1/2" x 11") shall be provided by the applicant. The applicant sh~11 receive a copy of the staff report when copies are distributed to the Planning Commission. After a public hearing, the Planning Comm~ ssion will make a recommendation on the Conditional Use application and forward it to the City Council.
