III.' IMPLEMENTATION

INTRODUCTION

ADMIN IS TRATIVE
PROCEDURES

The Comprehensive Plan ~s a compilation of goals, policies,
standards, and maps, designed to provide direction for solving
problems and dealing with change. The plan deals with guiding
physical, social, and economic development within the commun-
ity. Plan implementation involves the conversion of these
plan elements into measures of action. Implementation also
means using the plan for future-decisions and'adjusting it as
it becomes necessary.

The plan implementation should describe how the plan will be
accomplished. In Remsey, plan implementation will include:
improved administrative review procedures, official controls
(ordinances), City Council resolutions or directives, a
housing program, and a capital improvements progrem.

A. ADMINISTRATIVE PROCEDURES

The City's role inlhe development of land is one of its most
important functions because of the long lasting effect it has on
appearance and the environment. Once a structure has been
constructed or the earth altered, it becomes very difficult to
modify the situation without substantial expense. Plans and
ordinances should be updated and adopted to protect public
interests. In order to make the development process and appli-
cation procedures more understandable to the public, current
procedures will be reviewed and revised where appropriate..

89
