A1 Larson of your agency, we are submitting the following <br />as ~ustlftcatlon of need for fundtng under the U.S. £nvtron~ental Protection <br />Agency/Minnesota Pollution Control Agency Construction Grants Program for <br />preperatton of a Facilities Plah: <br /> <br />1.) A 11st of addresses whtch have obtained ~n on-site ~aste.~ater dtsposal - <br /> syste~ repair per;It tn the Ctty of Ra~sey stnce 1976. <br /> <br />2.) Amp of Ramsey showtng the approxtmete locatton of the on-site waste- <br /> water disposal systems since 1976. <br /> <br />The above list of failures dates back only to 1976, because the City did <br />not tssue penglts or keep records of the fatlures pttor to that time. However, <br />It is very 11kely that numerous on-stte wastewater dtsposal system fatlures <br />have occurred prtor to 1976. ]n discussing the fatlures with the City's butldtng <br />inspector, he indicated there are several co~merctal establishments and a mobile <br />home park adjacent to T.H. 10 whtch are presently pu~ptng thetr syste~. Other <br />syste~ in thts densely developed are~ appear to be functioning from the stand- <br />potnt of conveying seaage out of site, however, It Is htghly prohable that these <br />systems are deterlorettng the ground water quallty tn the area. ~ost of these <br />syste~ have been in use for more than 15 years. <br />Ctty records do not tndtcate the reasons for the on-site system failures; he,ever, <br />the City's butldtng Inspector Indicated that the fatlures were caused by etther <br />poor construction, poor sot1~ or high ground water. <br /> <br />keith caswell jr. u darrell schneider H richard sha <br /> <br /> <br />
