A1 Larson of your agency, we are submitting the following as ~ustlftcatlon of need for fundtng under the U.S. £nvtron~ental Protection Agency/Minnesota Pollution Control Agency Construction Grants Program for preperatton of a Facilities Plah: 1.) A 11st of addresses whtch have obtained ~n on-site ~aste.~ater dtsposal - syste~ repair per;It tn the Ctty of Ra~sey stnce 1976. 2.) Amp of Ramsey showtng the approxtmete locatton of the on-site waste- water disposal systems since 1976. The above list of failures dates back only to 1976, because the City did not tssue penglts or keep records of the fatlures pttor to that time. However, It is very 11kely that numerous on-stte wastewater dtsposal system fatlures have occurred prtor to 1976. ]n discussing the fatlures with the City's butldtng inspector, he indicated there are several co~merctal establishments and a mobile home park adjacent to T.H. 10 whtch are presently pu~ptng thetr syste~. Other syste~ in thts densely developed are~ appear to be functioning from the stand- potnt of conveying seaage out of site, however, It Is htghly prohable that these systems are deterlorettng the ground water quallty tn the area. ~ost of these syste~ have been in use for more than 15 years.
