October 21, 1980 <br /> <br />TO: <br /> <br />FROM: <br /> <br />RE: <br /> <br />Member Ci~s Offit~,~ <br />Donald Sla~.~,~ecutive Direc or <br />Proposed Building Program for League of Minnesota Cities <br /> <br />In early August you received .a letter from me regarding the proposed building plans <br />for a new League office building. Enclosed in the mailing were materials regarding <br />costs, members of the building committee, background information and an opinion survey. <br />We asked that the opinion survey be discussed with city council members and returned <br />to us with your city's opinion to the financing of a building. Our records show that <br />your city has not responded to the survey. The League's Board of Directors wants to <br />have every member city's opinion on the building project and their preference to a <br />financing ~plan..~We need your-response.-- <br /> <br />The enclosed brochure was distributed at the regional meetings this fall where members <br />of the League's Building Committee discussed the project. Since the mailing in early <br />August, the St~ Paul Planning Commission rendered a.favorable decision on the zoning <br />for the proposed building site. This will enable the League to construct a building <br />on-the site as a "similar use" to the City of St. Paul, without zoning changes. As a <br />municipal use, the League will not pay real estate taxes. Progress is being made in <br />transferring the property to the League. Participating cities will receive an equity <br />certificate of ownership after a commitment is made. <br /> <br />The League is working with the St. Paul Port Authority on a financing plan. The <br />Authority suggests~ that we prepare a prospectus and have a bond issue ready for sale <br />within the next month. This is not possible without your city's commitment. <br /> <br />If you need additional information in order to make your decision, we will be happy <br />to respond to your questions.
