- 2 B. RELATIONSHIP TO METROPOLITAN COUNCIL'~ SOLID wASTE POLICY. PLAN Land disposal abatement is part Of the Metropolitan Council's compre- hensive approach to solid waste management plannlng in t~e Region, as described in its solid waste policy plan. The policy plan, adopted in February 1979, establishes an order of preference ~or solid waste management practices that will achieve environmentally safe disposal, conserve energy and material resources, and minimize total costs. Policy 1 ~n the plan states: "T~e Metropolitan Council shall consider waste reduction practices as having the greatest benefit to improved solid waste management, followed, in order of preference, by source separation, waste processing and utilization, and land disposal." It Ks inevitable that new landfills will have to be sited and construc- ted in the Region to sa~ely dispose o~ the wastes generated- However, the Council's policy plan and the new 1980 waste Management Act state that landfi£1ing should be considered only a~ter it has been deter- mined t~at ot~er solid waste management practices are not feasible. C. PROCESS FOR LAND DISPOSAL ABATEMENT pLANNING The 1980 State waste Management Act establishes a schedule for land disposal abatement planning ~n the Metropolitan Area (see Appendix for statutory citations). A summary of the schedule is listed below: Completion Date Jan. 1, 1981 1. April 1, 1982 Jan. 1, 1983 June 1, 1983 4. Planning Step identification by the Metropolitan Council of the various potentials of alternatives to reduce the need for new landfills. Proposals Dy each county on t~eir specl~lc disposal alternative plans. Amendment Of the Metropolitan Council solld waste policy plan to include specific ob3ec- tires for abating land disposal of solid waste based on standards for county waste reduction, source separation and resource recovery programs and activities. Amendment Of the Council's policy plan will also include a reduced estimate of the added landf~ll capacity needs based on the abate- ment object,yes. Revision of county master plans to include a land d~sposal abatement element to implement the Council's land disposal abatement plan.
