- 2 <br /> <br />B. RELATIONSHIP TO METROPOLITAN COUNCIL'~ SOLID wASTE POLICY. PLAN <br /> Land disposal abatement is part Of the Metropolitan Council's compre- <br /> hensive approach to solid waste management plannlng in t~e Region, as <br /> described in its solid waste policy plan. The policy plan, adopted <br /> in February 1979, establishes an order of preference ~or solid waste <br /> management practices that will achieve environmentally safe disposal, <br /> conserve energy and material resources, and minimize total costs. <br /> Policy 1 ~n the plan states: <br /> "T~e Metropolitan Council shall consider waste reduction practices <br /> as having the greatest benefit to improved solid waste management, <br /> followed, in order of preference, by source separation, waste <br /> processing and utilization, and land disposal." <br /> It Ks inevitable that new landfills will have to be sited and construc- <br /> ted in the Region to sa~ely dispose o~ the wastes generated- However, <br /> the Council's policy plan and the new 1980 waste Management Act state <br /> that landfi£1ing should be considered only a~ter it has been deter- <br /> mined t~at ot~er solid waste management practices are not feasible. <br /> <br /> C. PROCESS FOR LAND DISPOSAL ABATEMENT pLANNING <br /> The 1980 State waste Management Act establishes a schedule for land <br /> disposal abatement planning ~n the Metropolitan Area (see Appendix <br /> for statutory citations). Amendment <br />Of the Council's policy plan will also <br />include a reduced estimate of the added <br />landf~ll capacity needs based on the abate- <br />ment object,yes. <br /> <br /> Revision of county master plans to include a <br /> land d~sposal abatement element to implement <br /> the Council's land disposal abatement plan. <br /> <br /> <br />
