- 27 - <br /> <br />The following summary of materials market condition's in the Twin <br />Cities Area was developed from the MCPA Resource Recovery Plan and <br />consultations with representatives from local secondary paper, <br />91ass and aluminum processors. <br /> <br />a. Waste Paper <br /> <br />The newsprint market has had a record of extreme price fluctu- <br />ations. Many recycling programs died out after the market <br />peak and subsequent drop in 1974 because of the economic <br />recession Since then, many new paper recovery efforts have <br />been established and have been operating somewhat more con- <br />sistently. The cellulose insulation industry has been very <br />active after a slump two years ago stemming from bad publicity <br />concerning fire hazards, although the present building slow- <br />down is havin9 some effect. Regional demand for waste paper <br />from a new newsprint mill in Ontario may also be favorably <br />influencing the Twln Cities market. Even though the current <br />newsprint market in this Region is unstable, with only moder- <br />ate demand, there are indications of improvement. <br /> <br />The Region's corrugated and office paper markets are excel- <br />lent. Champion International recently estimated t~at 70 per- <br />cent of the corrugated generated in the Metropolitan Area is <br />presently being recovered and local. Also, the demand for <br />office paper from Wisconsin and local mills is far in excess <br />of what the Midwest area generates. <br /> <br />b. Glass <br /> <br />Market prices for waste glass on a national level have <br />remained relatively stable since 1970. In the Twin Cities, <br />the two large glass manufacturing firms provide excellent <br />market conditions for culler. <br /> <br />c. Aluminum <br /> <br />Aluminum prlces have remained stable since 1970 and have <br />recently shown slight increases. Aluminum markets in the Twin <br />Cities Area are considered to be excellent. <br /> <br />d. Ferrous <br /> <br />Ferrous markets in the Region are generally good but subject <br />to price fluctuations. Little data is available on market <br />capacity. <br /> <br />e. Compost <br /> <br />Compost, as a secondary material, is a form of soil enhancer ' <br />and fertilizer-like material. It serves as a carbon source to <br />plants and supplies moderate quantitles of nitrogen, phospho- <br />rous and potassium. The existing compgst markets include sod <br />farms, m~nes, nurseries, golf courses, forestry and recrea- <br />tional areas, state parks, flower 9rowers, county fairs, high- <br />way departments and general contractors.
