RECOMMENDATIONS <br /> <br />The 1980 Waste Management Act stateS that the Council's land disposal <br />abatement report shall recommend priorities and objectives for abating, <br />immediately and over specified time periods, the disposal of mixed munic- <br />ipal solid waste in the Metropolitan Area. The 1980 act also requires the <br />report to contain development schedules for implementation of the various <br />strategies recommended. The recommended development schedules are <br />contained in Section VII. <br /> The following recommendations are intended for use primarily by the <br /> counties for guidance in developing specific abatement proposals called <br /> for in the 1980 act. However, success in meeting the regional abatement <br /> objectives will depend on cooperative efforts of all levels of gov~rgm~nt <br /> ivate sector. ACTIONS BY GOVERNMENTAL UNITS <br /> In order to achieve the regional goals in the previous section, the <br /> following recommendations are proposed for action by counties, cities, <br /> townships and school districts. The recommendations call for govern- <br /> ment to undertake variOus reduction and waste recovery strategies, <br /> including support of private sector efforts. <br /> <br />WASTE REDUCTION <br /> <br />a. Office Paper Reduction <br /> All units of government, including school districts, should <br /> support office paper reduction through adoption of specific <br /> administrative policies for procurement, paper use and in- <br /> office recycling. <br /> <br />Procurement policies <br />All units of government, including school districts, should <br />adopt procurement policies that favor the purchase, of mate- <br />rials with the longest warranties. <br /> <br />Ce <br /> <br />Public Education and Awareness <br />The MPCA and the Metropolitan Council, in coordination with <br />the solid waste industry, should develop state and regional <br />public education and awareness programs on waste reduction and <br />resource recovery. The Minnesota Environmental Education <br />Board, Department of Education and school districts should be <br />encouraged to participate in the development and operation of <br />this public education program. The metropolitan counties <br />should allocate solid waste and/or public affairs staff to <br />help the MPCA and Metropolitan Council disseminate waste <br />reduction information. <br /> <br /> <br />
