Mechanical Separation <br /> <br />Metropolitan counties should investigate the potential for <br />mechanical separation at existing and future transfer stations <br />and landfills. <br /> <br />3. WASTE PROCESSING <br /> <br />Se <br /> <br />Shredding and Baling <br /> <br />Metropolitan counties, i~ consultation with each other, should <br />propose a regional system of transfer stations, with the reno- <br />vation of existing facilities and development of new ones, <br />where necessary. Within the proposed regional transfer sta- <br />tion system and landfill system, the counties should investi- <br />gate the cost-effectiveness of shredding and baling to reduce <br />landfill volume and cover requirements. <br /> <br />4. RESOURCE RECOVERY <br /> <br />a. Energy Recovery <br /> <br />Metropolitan counties should continue energy recovery facility <br />planning to meet the Region's long-range disposal and recovery <br />requirements. The metropolitan counties should develop other <br />management techniques, such as waste reduction, waste separa- <br />tion and waste processing, while energy recovery systems are <br />being developed. Any specific project proposal should contain <br />an analysis of the impacts on existing recovery systems. <br /> <br />b. Modular Combustion Units <br /> <br />The solid waste energy market analyses of the metropolitan <br />counties should include the feasibility of Using small modular <br />combustion units. <br /> <br /> <br />
