- 64 - <br /> <br />The development schedules give highest priority generally to those pro- <br />grams and activities that could be developed from current state-of-the-art <br />techniques. These should be undertaken immediately without any further <br />research and development. On the other hand, a number of the abatement <br />recommendations involve unproven technologies and management methods, and <br />these require further research and analysis. Study, research and demon- <br />stration of such methods should continue, but not at the expense of imme- <br />diately implementable steps to abate landfill needs. <br /> <br />Ail of the abatement recommendations are important for abating landfill <br />needs. The recommendations are not ranked, however, according to the <br />priority they may have in achieving abatement objectives, except as they <br />meet the guidelines of the Council's solid waste policy plan. The policy <br />plan gives first preference to waste reduction, followed by, in order of <br />priority, waste separation, waste processing and resource recovery. Not- <br />withstanding, the Council's solid waste policy plan also recognize~ that <br />future solid waste management must be a comprehensive system that will <br />include a combination of waste management strategies, including reduction, <br />separation and resource recovery. <br /> <br /> <br />
