If any county fails to ifentify prcperty <br />for acquisition or if any county refuses to proceed with acqui- <br />sition, as required by this section and the Council's dispcsal <br />facility development schedule adopted pursuant to Section <br />473.149, Subdivision 2e, the Council shall prepare and recommend <br />to the Legislature, no later than January 1, 1984, legislation to <br />transfer solid waste management authority and responsibility in <br />the Metropolitan Area from the counties to the Waste Control <br />Commission or a new metropolitan commission established for that <br />purpose. <br /> <br /> <br />
