Minnesota <br />RURAL DEVELOPMENT COUNCIL <br /> <br />550 Cedar Street <br />St. Peul, Minnesota 55101 <br />[612] 296.23-q5 <br /> <br />Background For Developing Issues For <br />Governor's Council on Rural Development <br /> <br />Minnesota's Rural Development Council was created by Executive Order in 1973 <br />for the purpose of improving the quality of life in rural 14innesota. The <br />Council consists_of.representatives from each of the 13 regional developmeot <br />commission~'lO state agencies, 3 federal agencies, and 3 institutions of <br />higher education. During the seven years of its existence it has funded <br />about 80 projects through its grant program demonstrating ne~t.methocLs of <br />delivering public services to rural areas- <br />After several months of self-study, the Rural Development Council decided to <br />redefine its role to that of more systematically identifying issues and <br />problems of concern to rural Minnesota and then attempting to influence key <br />decision-makers to-more effectively deal with these problems. <br /> The newly re-named Governor's Council on Rural Development is now undertaking <br /> an issues identification process involving all levels of government and local <br /> citizens. The Council will select and focus its efforts on priority rural <br /> issues which it can effectively impact through the unique nature of its local, <br /> state, and federal composition. Consistent with this new issue-oriented ~ole, <br /> the Council will revise its grant program to'more pro-actively address the <br /> solution of those key rural problems. <br /> In order to identify rural issues on a local level t~e 12 Regional Development <br /> Commissions and the Metro Council have been requested to develop a method for <br /> involving citizens in identifying important rural problems/needs in each region. <br /> These issues will then be blended and prioritized with issues identified by <br /> other Council members to determine the Council's work program. <br /> <br />AN EQUAL OPPORTUNITY EMPLOYER <br /> <br /> <br />
