Minnesota
RURAL DEVELOPMENT COUNCIL
~u I'1 r~ G

October 29, 1980

Admln.

H.,~.

NOV 01 ~80

550 Cedar Street
EL Paul, MinnesOta 55101
(612J 295.2395

Mr. Charles Weaver
300 Metro Square Building
7th and Robert Street
St. Paul, Minnesota 55101

Take ~pp-cpri=te action

P:e=se reply

Prc.-pare reply for Chmn gig

Dear Mr. Weaver:
On October 23rd, the Governor's Council on Rural Development formally initiated
the process of defining priority issues for its l§S1 work program. Part of the
process includes involvement from Regional Development Commission and Metropolitan
Council representatives in the identification of three rural issues or problems
in their regions which may be impacted upon by the Council.
Recognizing that_many of you have already identified issues through normal program
activities, the Council requests that you perform a "sorting'~ process which
separates and scopes the issues to a scale of sufficient specificity to be
addressed by the Council. A draft contracC for this purpose is enclosed for
your review. Any con~nents in this regard should be addressed directly to Vic
Moore at your earliest convenience.
The Governor's Council on Rural Development has not adopted a definition of "rural",
but prefers to keep the definition flexible. Some of the concepts it would include
in its view of rural development are : food fiber, timber; farm; agribusiness;
people; land use; community; inter-relationships; preservation; and values. The
definition would not be restricted to farm-connected families.
The following are materials enclosed to assist you as you identify and develop
issues from your region:
-Background for developing issues for the Governor's Council on Rural Development;
-Plan for issue identification; -Issue form and instructions for completing;' -Draft contract form: and -List of Agricultural Extensions co,unity resource development
agents who will assist in publicizing and facilitating the
process at your request.

AN EQUAL OPPORTUNI~EMPLOY~
