TO: M~yor and City Council

FRO~: City Administrator

RE: Staff Report

Inasmuch as this is November and we have only one more month to go in
1980, I shall give you a run down on projects not completed:
a) Comprehensive Plan - This is sti~l ~n progress..I.have a feelin~
after it has been reviewed by our nemghboring commun~tmes, the real battle
will be with the Metro Council. We should see a completion date on this
in 1981.
b. Critical Rivers Study - This still hasn't passed the State Environmental
Quality Board. Consequently, we still have to negotiate this issue. The
major holdup is the two and one-half acre zoning.

c) Wild Scenic River Ordinance - This we still have to negotiate with DNR
but we just simply haven't had the time. The problem here is our lot size.
d) State Local Aid Legislation - We will be meeting with the Governor on
this issue on December 5, 1980. This project is going to be a tough one
but a must for the City of R~msey.
e) Airport Project - The Engineer states he will have his study completed
by about February or M~rch of 1981. Accordingly, Council should be moving
to meet with the Metro Airport Commission and our own County elected
officials. I would assume a lot of this is going to be done in 1981.
f) Industrial Blvd. - The acquiring of the Schenk property~for road right-
of-way. If Schenk doesn't agree to give the City right-of-way for the ex-
tension of Industrial Blvd. what does the City plan to do? This issue will
probably have to be resolved in 1981.
g) Raudio Property - The City still hasn't completed the acqtuiring of the
Raudio property. This is another project that will be carried in 1981.
~e ch~ing of tax laws on industrial and.com- ~
h) Legislation regarGlng ~ ~.~t.~ ~ ~ v~ar were ~oing ~o see~
mercial property - Council earz~er ~may, ~ ..... - -
legislation that would give industrial and commercial property in the prop-
tax area. However, we haven't really done anything with it. We do have
correspondence from various State Agencies that they would meet with yoU
on this issue. It would appear this would be a good issue for the Ramsey
Economic Development Co~mlssion to work on prior to the legislative session.
