Mr. Ronald Kramer's request Plat 89206 Parcel 3685 # 20_4 <br />1) The City Council April 22, 1980, ordered a public hearing because of <br />interest shown for street improvements in an adjoining area. <br />2) A notice of public hearing was placed in the City's official paper <br />and individual notices were mailed to all affected residents. <br />3) The public hearing was held May 19, 1980, input was received from <br />numerous residents. Mr. Kramer forwarded a written document opposing the <br />project. <br />4) On May 19, 1980, the City Council adopted resolution number 80 -32 <br />ordering the improvement. <br />5) On June 24, 1980, the City Council adopted resolution number 80 -58 <br />accepting the bid of N.D.H., Inc. for the proposed construction. <br />6) On September 8, 1980, the City Council adopted resolution number 80 -103 <br />ordering a public hearing be held October 14, 1980 for the purpose of de- <br />termining costs and the proposed assessments. <br />7) On October 14, 1980, the City Council held the public hearing and <br />adopted resolution number 80 -130 establishing assessment costs. <br />8) The assessment policy for all projects was to divide total buildable <br />parcels of land into the total cost to determine a unit assessment. <br />9) In unplatted areas where parcels exceeded the City lot size require- <br />ment, additional units were added accordingly to share in the project <br />costs. <br />10) In this area there were several homeowners that were assessed more <br />than one unit. <br />11) Using the City's criteria for determining a parcels suitability for <br />building, there were several parcels that were not assessed. <br />12) The parcel is buildable based on the City of Ramsey's following <br />criteria for determining a parcels buildability: <br />a) Adequate areas for the placement of and proper construction <br />of an on -site septic system. <br />b) Positive parcel drainage to eliminate flooding potentials <br />under all conditions. <br />13) Due to the parcel configuration and adjacent power line Mr. Kramer has <br />requested his assessment for plat 89206 parcel 3685 be deleted. <br />14) The power company has stated that residential buildings are allowed to <br />be constructed to within 50 feet of the center of the powerline. However, <br />they recommend that construction be kept 75 feet away from the center of <br />the powerline. <br />
