.1 <br />Mr. Ralph Karlson's request Plat 89215 Parcel 8010 #80 -10 <br />1) The City Council May 19, 1980 ordered a public hearing for street im- <br />provements. <br />2) A notice of public hearing was placed in the City's official paper and <br />individual notices were mailed to all affected residents. <br />3) The public hearing was held June 16, 1980, input was received from <br />numerous residents. However, Mr. Karlson's name did not appear in the <br />minutes as having had any input. <br />4) On June 16, 1980, the City Council adopted resolution number 80 -53 <br />ordering the improvement. <br />5) On August 8, 1980, the City Council adopted resolution number 80 - 74b <br />accepting the bid of N.D.H., Inc. for the proposed construction.. <br />6) On September 8, 1980, the City Council adopted resolution number 80 -95 <br />ordering a public hearing be held October 15, 1980 for the purpose of <br />determining costs and the proposed assessments. <br />7) On October 15, 1980, the City Council held the public hearing and <br />adopted resolution number 80 -14 establishing assessment costs, <br />8) The assessment policy for all projects was to divide total buildable <br />parcels of land into the total cost to determine a unit assessment. <br />9) In unplatted areas where parcels exceeded the City lot size require- <br />ment, additional units were added accordingly to share in the project <br />costs. <br />10) In this area there were several property owners that were assessed more <br />than one unit. <br />11) Using the City's criteria for determining a parcels suitability for <br />building, there were several parcels in other projects in the City that <br />were not assessed. <br />12) At the time the public hearing was held Mr. Karlson did not have acre- <br />age to create an additional buildable site without acquiring a variance. <br />13) On July 8, 1980, the City Council adopted Ordinance #80 -7 allowing <br />the street right -of -way to be used in calculating lot areas, thereby allow- <br />ing Mr. Karlson to subdivide without acquiring a variance. <br />14) Mr. Karlson presented his request at the assessment hearing. <br />15) The parcel meets the City of Ramsey's following criteria for determin- <br />ing buildability: <br />a) Adequate areas for the placement of and proper construction <br />of an on -site septic system. <br />
