J • # So - /4 Mr. Bernard Steinlag's request Lots 1 & 2 Block 5 Riverwood Hills #1 1) The City Council on June 24, 1980, ordered a public hearing for street improvements. 2) A notice of public hearing was placed in the City's official paper and individual notices were mailed to all affected residents, 3) The public hearing was held July 8, 1980, input was received from numerous residents. However, Mr. Steinlag's name did not appear in the minutes as having had any input. 4) On July 8, 1980, the City Council adopted resolution number 80 -62 ordering the improvement. 5) On August 8, 1980, the City Council adopted resolution number 80 -74b accepting the bid of N.D.H., Inc. for the proposed construction. 6) On September 8, 1980, the City Council adopted resolution number 80 -97 ordering a public hearing be held October 15, 1980, for the purpose of determining costs and the proposed assessments. 7) On October 15, 1980, the City Council held the public hearing and adopted resolution number 80 -143 establishing assessment costs. 8) The assessment policy for all projects was to divide total buildable parcels of land into the total cost to determine a unit assessment. 9) Mr. Steinlag appeared at the public hearing and stated his request. 10) Mr. Steinlag's building permit application dated August 31, 1980, and his certificate of survey dated August 1, 1980, are hereby incorporated as a part of these findings by reference. 11) The City of Ramsey's criteria for determining a parcels buildability are: a) Adequate areas for the placement of and proper construction of an on -site septic system. b) Positive parcel drainage to eliminate flooding potentials under all conditions. c) Lot area adequate to comply with City ordinance. 12) Based on a staff recommendation the City Council ordered the preparation of findings of fact for their reviewal at their next regular meeting of October 28, 1980. 13) On October 22, 1980, in the morning, the Building Official, City Engineer and the City Administrator viewed the property in question.
