I will be watching <br />very closely during the legislative session the progress of this <br />legislation. <br />In your resolution you ask that legislation be passed that forbids the <br />use of the grandfather clause in setting state aids for future years. <br />For the year 1975 aids could have been less than 1974 for some cities <br />but the Legislature in 1975 passed Chapter 437 which enacted a grandfather <br />clause that prevents any city from getting less aid than the previous <br />year. Since that time local government aid laws have had similar language. <br />It would appear that most local government units prefer a grandfather <br />provision. <br />Again,thank you for taking the time to share your resolution with me. <br />I am sending a copy of this letter to the Department of Revenue so that <br />they may keep you informed on legislation regarding state aids to local <br />governments in 1982 and 1983. <br />Si• erel yours, <br />i l <br />ALBERT H. <br />GOVERNOR <br />
