Dunn J1):444 <br />SUBJECT: Odors - Anoka Landfill <br />At 0830 on October 9, 1980 an investigation of odors was done by PCA and <br />county staff at the Anoka Landfill. The odors present were from decaying <br />solid waste that was removed from the 30 inch diameter holes being drilled <br />by Layne Well Drilling Company. <br />There were three wells that had been completed and sealed. Most of the refuse <br />spoils from the drill hole are being removed from the areas adjacent to the <br />holes and properly disposed of at the end of each day. Layne was in the pro- <br />cess of drilling the fourth hole. This hole was approximately 15' deep and <br />the spoils were piled adjacent to the drill hole. The spoils from this hole <br />were allowed to remain adjacent to the hole overnight due to a drill rig <br />breakdown which prevented the nightly clean -up. The material did smell, however <br />the odor was not overpowering nor did it induce any wretching or gagging sensa- <br />tions. <br />Combustible gas readings were taken in the drill hole as requested by Fred <br />Soucie. Tests taken at the ground opening of the hole detected no combustible <br />gas present. Gas concentrations above the LEL were found at a point 3' below <br />grade. <br />This information was relayed to Mr. Soucie by telephone at 1150 on this date. <br />This information was also relayed to Lloyd Schnell, Councilman Reiman at 1045 <br />on this date. Also informed Mr. Schnell that 13 such wells were going to be <br />constructed in the refuse fill for methane extraction and that the first four <br />wells were - the most westerly. <br />
