• <br />• <br />300 Metro Square Building, 7th Street and Robert Street, Saint Paul, Minnesota 55101 Area 612, 291 -6359 <br />October 8, 1980 <br />TO: Local Officials and Interested Citizens <br />Enclosed for your information and future reference is a copy of <br />the Metropolitan Council's adopted 1981 Work Program and Budget. <br />The document contains detailed information on the planning tasks <br />the Council will conduct in 1981. <br />The Council plans to concentrate considerable resources on regional <br />transportation, health and solid waste planning during the year. <br />In addition, the Council will continue a number of established <br />planning and research activities and look at the "energy efficiency <br />of current regional plans. <br />The adopted budget, $8.987 million, "holds the line" on expenditures. <br />It reflects a Council decision to cut 71/2 staff positions. The budget <br />is $108,000 less than the Council's 1980 budget. <br />About 42 percent of the revenue to operate the Council is expected <br />to come from the federal government. The state is expected to pro- <br />vide about 3 percent, with the remainder funded by local sources, <br />primarily through a regionwide property tax levy. The Council <br />decided not to levy the full amount of its authorized 8 /30ths of <br />a mill tax levy, with an estimated reduction in the levy of about <br />$400,000. <br />The formulation of the 1981 Work Program and Budget began early <br />last summer. The Council met with a number of organizations, asking <br />them what areas the Council should focus its attention on in 1981. <br />The Council held a formal public hearing on the proposal in September, <br />followed by formal adoption of the Work Program and Budget in late <br />September. <br />On behalf of the Council, I wish to thank the following organizations <br />for their interest and participation in the development of the <br />An Ain - - Fated to Coordinate the Planning and Development of the Twin Cities Metropolitan Area Comprising: <br />County 0 Dakota County 0 Hennepin County 0 Ramsey County 0 Scott County 0 Washington County <br />
