Mayor Gamec pointed out that Ramsey is one of a few cities where the Police Department and
the Fire Department work will together. He stated that both departments are very professional
and that means a lot.

Chief Kapler reported that in this year's CIP, the purchase of a site is planned for Fire Station 3.
It's still good planning to acquire property as land will not get cheaper - something should be
pursued this year.

7) Fire Station 2

Chief Kapler reported that Fire Station 2 has received preliminary plat. The plan is to do a
perimeter development mound the City Hall complex. Two and one half acres are designated for
replacement of this Fire Station. There are main roads going east and west and north and south.
It's in a good location. This land was set aside for that but it is still five to seven years out. In
October, staff will be vacating this building, but the plan is that this station stays in operation.

Mayor Gamec stated that that depends on the school too. He added that he, personally, did not
feel that Ramsey should be giving anything away.

Boardmember Lewandowski stated that we are doing the City a disadvantage - the morale of the
fire fighters is down at this station compared to Fire Station 1. We have been told we cannot do
improvements because when the new City Hall gets done, we will be building a new fire Station.
Now that's five to seven years down the road because maybe the school will want this land.
There's a safety issue at this station. We have outgrown the space. Seven years is not realistic -
he felt it would be better to break ground for a new station when City Hall is moved to its new
location. He felt that this issue should be addressed sooner rather than later and added that there
are currently five rigs in the fire bay.

Chairperson Anderson recollected that the bay was designed for no more than four rigs.

Boardmember Lewandowski stressed that this is a safety issue. He added that he realizes
"money does not grow on trees" but this is definitely a need. Fire training has to be done here
sometimes and it's difficult- and embarrassing.

Councilmember Pearson agreed that this current fire station building was obsolete when we
started the department. That was 15 years ago. He suggested his number one priority would be
the fire station once the City Hall is moved.

Chairperson Anderson stated this station was designed to be a satellite station for Anoka and
designed for expansion.

Councilmember Pearson inquired about the warning lights on Armstrong - where are we at with
them.

Chief Kapler stated that he needs to get moving on that.

Public Safety Board - January 12, 2006
