Member Jeffrey left the meeting at 7:48 a.m. <br /> <br />Economic Development Coordinator Sullivan advised there are some tougher sites, and some of <br />the properties do not have development on them. However, properties at the end ora project are <br />sometimes the hardest ones to redevelop. <br /> <br />Economic Development Consultant Mulrooney indicated as the City has been more successful <br />and changed the image with a lot of community development, the property that remains in the <br />City becomes more expensive over time. If the City has the ability to do this sooner, rather than <br />later, it ~will likely produce better results down the road. <br /> <br />Member Elvig suggested a statement be drafted by the EDA stating what they have done in this <br />area. He stressed there will also be a need for statements as redevelopment purchases move to <br />the west. <br /> <br />Economic Development Coordinator Sullivan indicated all of these parcels fall into the group of <br />creating tax base. Along with the tax base, if the EDA continues to progress as they have been <br />they will continue to create more jobs. These are both requirements of the Minnesota Business <br />Subsidy Act. <br /> <br />Chairperson Riley noted the following criteria relate to purchases in these areas: tax base, <br />quality construction, and public image creating transitions between areas. <br /> <br />The following properties were also discussed as possible parcels for redevelopment: · Julian Johnson Excavating <br /> · Marshall Concrete <br /> <br />The Board discussed whether the use of eminent domain should be included in the motion to <br />acquire the potential properties. <br /> <br />Economic Development Coordinator Sullivan suggested the EDA recommend the parcels for <br />purchase and the Council recommend whether eminent domain should be used if necessary. <br /> <br />Member Elvig indicated the case that comes before the Council should spell out why certain <br />parcels are a priority for purchase. <br /> <br />Member Gromberg suggested the EDA identify the potential parcels for purchase at this time, <br />and as they move forward the parcels are prioritized. <br /> <br />Economic Development Consultant Sullivan suggested the recommended motion be amended as <br />follows: "Recommend to City Council that the attached properties be acquired for <br />redevelopment, to begin negotiations immediately, and to consider the use of eminent domain <br />where appropriate." <br /> <br />Economic Development Authority / February 8, 2006 <br /> Page 6 of 8 <br /> 6 <br /> <br /> <br />
