#3: Rick Foster Development Agreement <br /> <br />Rick Foster was on hand to show a preliminary site plan for a housing project on the proposed <br />site to the east of River's Bend Plaza. Mr. Norman discussed elements of the proposed <br />agreement. Council agreed to have staff continue working with Mr. Foster to complete a <br />development agreement. <br /> <br />#4: Planning and Park Commission Vacancies <br /> <br />Staff distributed a memorandum regarding the vacancies on Planning and Park Commission. <br />Council discussed which candidates to interview for both Commissions. It was the consensus of <br />the Council to re-advertise for Park and Recreation and each Councilmember would select two <br />finalists for consideration. <br /> <br />#5: Density Transition Ordinance <br /> <br />Staff distributed a proposal for density transition ordinance language. Loren Gordon of HKGi <br />made a presentation showing examples of the proposed ordinance in its current form. A <br />suggestion about adjoining landowners choices to waive their rights as to holding proposed <br />development was discussed. It was agreed that language should be included in the ordinance that <br />would address the ability for adjoining landowners to waive their rights. There were questions <br />concerning Sections 9.20.05, Subd. 2(b)2 which states that the undeveloped property zoned <br />commercial/industrial. The suggestion was made that that section not be includ.ed. There was a <br />consensus of the Council to have the section removed. The Councilmembers then questioned the <br />allowing of more flexibility, thus not making the ordinance more onerous. The Council directed <br />staff to place the density transition ordinance language on the Council agenda for December 12. <br />Councilmember Hendriksen suggested the City Council has a fiduciary responsibility to uphold <br />the Charter and share the cost that we should pass the density transition ordinance. <br /> <br />ADJOURNMENT <br /> <br />Motion by Councilmember Connolly and seconded by Councilmember Zimmerman to adjourn <br />the work session. <br /> <br />Motion carried. <br /> <br />The work session of the Ramsey City Council adjourned at 9:05 p.m. <br /> <br />Respectfully submitted, <br /> <br /> <br />
