Planning Manager Larson commented that an indoor recreation facility would be users like <br />Adrenaline and the sports dome. <br />Councilmember Woestehoff referenced the language that states that if a use is not listed, it should <br />be considered as prohibited. He commented that there is one item in the table that is listed as not <br />permitted and asked if there is a reason to have it listed if it is not permitted. <br />Planning Manager Larson replied that in his experience with some auto repair shops, those <br />businesses would sometimes purchase salvaged vehicles with intent to repair and resell but do not <br />get around to them. He stated that this language would prevent the situation where those vehicles <br />accumulate. <br />Community Development Director Hanson noted that she has had similar experience with those <br />types of businesses and commented that the specific language is helpful for enforcement. <br />Planning Manager Larson continued to review the staff report providing details on performance <br />standards. <br />Commissioner Gengler asked the definition of a transient merchant. <br />Planning Manager Larson provided the definition, examples and reviewed the permitting process. <br />Commissioner Gengler commented that perhaps that should be clarified as it would seem upon <br />reading that the use is just permitted. <br />Commissioner Van Scoy referenced accessory dwelling units (ADU), which seems to be a new <br />use. <br />Planning Manager Larson confirmed that this would be new and modeled after the residential ADU <br />regulations. He provided some examples of businesses that may want someone to live onsite or <br />have a room onsite, such as a funeral home, self -storage facility, or emergency veterinary clinic. <br />He noted that the ADU would only be able to be occupied by someone employed by the business <br />and could not just be used for rental. He noted that the unit may be subject to rental licensing <br />requirements and would then be subject to related inspections. <br />Commissioner Van Scoy commented that he would be a bit uncomfortable allowing businesses to <br />have an ADU and would want to see more details. He asked if the use would be open to all <br />businesses or limited to those listed. <br />Planning Manager Larson reviewed the language that would address that concern, noting that <br />staying onsite would need to be a requirement of the employee's job. He did not anticipate that <br />there would be a lot of requests. He continued to review the staff report including adult uses. <br />Commissioner Gengler referenced Sections D and E, outdoor recreation, which is tied to a <br />brewery/taproom/restaurant and asked if that is too restrictive. <br />Planning Commission/ January 26, 2023 <br />Page 9.of 16 <br />
