Assistant Public Works Director Olson explained the sign will be relocated as part of the <br />negotiations for the City's pumhase of a triangle of property on this site. There will be a <br />stoplight at this intersection, with the work beginning mid-May. <br /> <br />Chairperson Elvig requested that the sign be relocated as soon as possible. <br /> <br />Case//7 Snow Removal on City Sidewalks and Trails <br /> <br />Public Works Supervisor Reimer explained the City of Ramsey currently prioritizes sidewalks <br />and trails in the school walking zones as our first priority. Developed commercial areas in <br />Ramsey Town Center are also on this priority level. There is a second level of sidewalks and <br />trails that are designated on our plowing maps that fall slightly below the school priority that are <br />mainly used for recreation. Both of these levels are cleared during the initial plowing after a <br />snow event. The third tier, which contains trails and some parking lots are done the next day or <br />when people and equipment are available. The delay is because some of the same people and <br />equipment are necessary to clean the skating finks. Mr. Reimer explained this still leaves the <br />City with several areas in the City where the sidewalks still need to be maintained. Most of these <br />neighborhoods have taken it upon themselves to clear the walks, but some of the residents don't <br />participate, leaving portions of the sidewalk not cleared. Mr. Reimer indicated staff is looking <br />for direction on what type of snow removal policy the Public Works Committee and ultimately <br />City Council would like to implement for the future. <br /> <br />Chairperson Elvig commented in the long term the City ~vill be plowing all sidewalks. <br /> <br />Councilmember Olson noted in a city like Minneapolis it is incumbent on the resident to shovel <br />their own sidewalk, and if it is not done the city will do it for a fee. <br /> <br />Assistant Public Works Director Olson indicated at this time the City is in the process of trying <br />to anticipate where new connections need to go to make neighborhood connections, and putting <br />trails in to help the process along. In some cases the neighborhood does not want a sidewalk, <br />and a City requirement to clear the sidewalk would be one more reason for them to oppose a trail <br />connection. A city like Minneapolis is fully developed and does not need to strive for <br />connection. <br /> <br />Chairperson Elvig noted there are many types of trails and sidewalks to consider, such as Town <br />Center sidewalks, subdivision sidewalks, association sidewalks, City park sidewalks, recreational <br />trails, and transportation trails <br /> <br />Councilmember Cook noted there are recreational trails and transportation trails in the City. <br />Trail funds are required from developers, but if there is a transportation trail going through the <br />subdivision the City can require that trail to be placed with no cost to the City, while the <br />developer is still required to provide a trail fee. There are many things to consider regarding the <br />snow removal. There are more and more trails being built in the City and there is a question as <br />to how much of it staff and the cleaning equipment will be required to clear. He questioned ifa <br />City snowblower would need to be sent out for two sections of sidewalk if the residents were <br />required to clear the snow and did not.
