Chairperson EIvig indicated the association for Cobom's should be liable for their roads being up <br />to standard. He would suggest the City's involvement would be to write a letter of <br />recommendation to the association regarding the standard of the road. <br /> <br />Public Works Director Kapler noted the difference in the public perception of someone driving <br />in a Cobom's parking lot versus someone driving on a road out ofa townhome. In the situation <br />of the townhome the individual would likely have the perception that the City should have some <br />involvement. <br /> <br />Chairperson Elvig stated the City's only responsibility would be to notify the responsible party. <br /> <br />Councilmember Cook questioned the liability of the City if they were to bring in a sand track to <br />sand a road where they are not supposed to be. <br /> <br />Chairperson Elvig asked if the City ever hires itself out to sand roads. <br /> <br />Public Works Director Kapler replied that is not desired. <br /> <br />Assistant Public Works Director Olson indicated this discussion is an informational item for the <br />Committee. <br /> <br />Comfort Suites - Water Meter <br /> <br />Public Works Director Kapler stated when Comfort Suites ~vas built a water meter was installed <br />that was more for a high flow type of use. Staff found through discrepancies in billing that the <br />meter Comfort Suites has does not measure single toilet flushes, etc. Comfort Suites is one of <br />three locations with this type of meter. Staff has contacted Comfort Suites and informed them <br />the City will pay for a different meter and the installation. Staff believes only 30% of the water <br />use is being captured, based on comparing the usage with a similar motel in Elk River. The last <br />time staff approached Comfort Suites regarding this they stated they have chosen not to change <br />the meter out. Staff has asked that this be stated in writing. The City Attorney has been asked <br />for a recommendation on what to do next. The City Attorney has indicated an absolute option is <br />to turn the water off. Staff anticipates discussing the same situation with Ramsey Elementary <br />School and Connexus Energy. <br /> <br />Councilmember Olson inquired if it is possible for the City to install a meter ahead of the <br />existing meter. <br /> <br />Assistant Public Works Director Olson replied this would be possible, but it is not desired. The <br />City needs to have the ability to determine that meter readings are accurate. <br /> <br />Chairperson Elvig suggested in the future documents should state that at any point in time the <br />City has the option to check meters and verify the accuracy. He suggested Comfort Suites be <br />informed that there has been an error. The City will either install a meter ahead of the existing <br />meter, monitor the reading and back charge them for the past five years, or a new meter can be <br /> <br />Public Works Committee / January 17, 2006 <br /> Page 13 of 14 <br /> <br /> <br />
