they are in violation. Staff will be looking at altemative methods to create the same effect. He <br />stated staff saw a new product at the APWA convention in Minneapolis this week. It is a <br />stainless steel panel with raised domes and a non-skid finish. The product is manufactured in <br />Wisconsin. It is on the Minnesota Department of Transportation Approved list for truncated <br />dome systems. The product was tested by Wisconsin, and staff has requested test results for this <br />project. He advised staff recommends adopting the new detail for pedestrian curb ramps, as <br />truncated domes systems must be on the MN/DOT list to be installed in Ramsey. <br /> <br />Motion by Councilmember Olson, seconded by Councilmember Cook, to recommend the City <br />Council adopt the new pedestrian curb ramp detail as outlined by staff. <br /> <br />Motion carried. Voting No: <br />None. <br /> <br />Case #5 Consider the Improvement on 160th Lane to the Trappers Ridge Subdivision <br /> <br />Assistant Public Works Director Olson stated recently the City acquired a full 66 feet of right of <br />way over the westernmost 416 feet of Section 15 to provide access to the Trappers Ridge <br />subdivision. The purpose of this right of way acquisition was twofold, first, to provide access to <br />the new Trappers Ridge subdivision, and second, to preserve a transportation corridor for future <br />connection to adjacent public roadways when the area more fully develops. At the present time, <br />the acquired right of way provides access to the single residence of the Trappers Ridge <br />subdivision. Staff has received requests from the property owner from whom this right of way <br />has been obtained to improve the right of way with a City street. The cost of constructing a street <br />to City standard would be a minimum of $26,000. This cost will be higher if drainage requires <br />more than a simple roadside ditch. The chief benefit of improving this segment of roadway at <br />this time would be to provide more convenient road access to the adjacent property o~vners since <br />it only serves direct access to one property. <br /> <br />City Attorney Goodrich distributed the settlement agreement between the City and the Dusbabek <br />and Kaas properties in relation to 160th Lane. He advised as part of the negotiated settlement, the <br />City agreed to not specially assess either property for any improvements of 160th Lane until those <br />properties develop or subdivide. <br /> <br />Community Development Director Trudgeon explained there seems to be ongoing dispute about <br />who can use 160th Lane and who will maintain it. The City originally thought Mr. Bower would <br />have the ability to utilize the driveway and gave him permission for that. After doing more <br />legwork it was determined that since there is a public right-of-~vay there is nothing the City can <br />do to prevent anyone from using that right-of-way. Due to the ongoing disputes among the <br />property owners staff would like to bring this for~vard to the Council to consider whether 160th <br />Lane should be made into a City road so there are no longer disputes. <br /> <br />Lori Kaas stated they were not aware of an ongoing dispute regarding the use of the road. <br /> <br />Public Works Committee / September 20, 2005 <br /> Page 6 of 9 <br /> <br /> <br />
