He asked when the EIS will be done. <br /> <br />Chris Weiss, 5907 151st Lane, indicated that right now there is only one way in, which could be a <br />huge issue with traffic and emergency response. He stated this is proposing to double the <br />number of homes in the area and putting that traffic on their development. He indicated that <br />most of them have three-quarter acre lots. He stated they would like to see single-family homes <br />to make a better transition. <br /> <br />Mr. Weiss indicated that another concern is walking. He stated they have a high number of <br />children that walk to school, and they would be compounding the traffic problems with this large <br />development. He indicated that most of the homes on 151st have large setbacks. He stated if you <br />put these towahomes on the road it will block their view and it does not match the neighborhood. <br />He indicated he has concerns about drainage. He stated that some of those issues have been <br />brought up and are being addressed, but by changing the topography and putting the road so close <br />it will cause more problems. He indicated there are numerous easements on the edge of his <br />property, and some of the townhomes seem like they would be on easements, also. He stated he <br />did not think you could build on easement. <br /> <br />Wayne Olson, 5830 151St Lane, indicated he lives across the street, and he and his wife are the <br />lucky people that will get to look at the back sides of these townhomes. He stated they will be in <br />his front yard, which is not a pleasant thought. He indicated the City Council deemed this <br />property low density, and now the Planning Commission is considering changing it to medium <br />density, which does not seem appropriate to him. He stated that traffic from 59 units to a road <br />that at one time was a cul-de-sac is bad. He indicated that previously 30 houses were added to <br />the end of the cul-de-sac, which increased traffic by 400%. He asked what 60 more houses <br />would do to traffic. He stated that every day he sees a lot of kids walking to school, and now the <br />Planning Commission is talking about increasing traffic 800% more. He added that taxes do not <br />go down, they just keep going up. <br /> <br />Mr. Olson stated that his wife and he are in real estate, and have a few properties. He indicated <br />that his taxes went up 10%, but decreased in value relative to other communities because there <br />are too many properties for sale in Ramsey. <br /> <br />Vice Chairperson Johnson indicated that to be clear, the way the ordinance and laws are <br />structured, there is a Comprehensive Plan for Ramsey. He stated that if someone wants to <br />change that, they have to go to the Planning Commission, then to the City Council, and if the <br />City Council agrees, it goes to the Metropolitan Council for approval. He indicated that this is <br />the first step in the process. He stated that the Planning Commission has not given their <br />recommendation to the City Council yet, and Staff is recommending that they do not give a <br />recommendation at this time. <br /> <br />Sara Narr, 6100 151st Lane, indicated that she has a petition with 46 signatures. She read the <br />petition, in opposition of the development. She stated that they purchased homes in a single- <br />family zoning district, and they have a right to expect that the City will maintain that zoning.
