Planning Commission will close the public hearing and have a second public heating at a future <br />date. <br /> <br />Leon Fisher, lives across from the Ramsey Elementary School. He stated that he thinks it is <br />unfortunate that the Planning Commission is heating this rather than the school board. He <br />indicated that a lot of traffic issues are caused by the school, and poor traffic flows into the lot. <br />He stated that he cannot believe they cannot engineer a road that could take buses in and dispense <br />them back efficiently. He indicated that he thinks the schools transportation policy is creating a <br />lot of this problem. <br /> <br />Commissioner Brauer stated that as a former school board member, it is actually a requirement <br />that the school bus circle is them. <br /> <br />Jenny, 6090 151 st Lane, stated that she and her husband also looked at moving, but because they <br />had one of the cheapest homes in the neighborhood, they decided they should upgrade their home <br />to fit in better instead. She indicated that they stayed because of the neighborhood, and that will <br />be decreased by adding this development. <br /> <br />Mack Tews indicated he sent in a letter. He stated that every year their street gets shut down for <br />the Happy Days parade, sometimes for two hours, sometimes for four or five. He indicated that <br />it was also shut down when a home on their block burned down two years ago. He asked if them <br />was a limit on the number of homes that can be fed by a single outlet. <br /> <br />City Engineer Jankowski indicated that one of the goals of the City is to eliminate the large <br />number of homes that rely on a single access. He stated that Staff has made comment on this <br />particular plat that it needs to have a second outlet or the number of units would need to be <br />restricted. <br /> <br />Mr. Hillard thanked everyone for their comments and concerns. He stated they did look at a <br />single-family plan hem, noting that their standard when they decide to move ahead with a project <br />is to determine the highest and best use of a property. He indicated that the way it is set up now <br />is with three driveways onto Nowthen Boulevard. He stated that if they were to use those and <br />have single-family homes it would be a safety hazard from the County's perspective. He <br />indicated he had a similar proposal in Coon Rapids, and sent perspective buyers to it, who said <br />they would not want to build a new home on such a busy street. He stated that the best use for <br />this land is to create a buffer from the busy road for the benefit of the single-family homes there. <br /> <br />Mr. Chalupsky stated that concerning the drainage problems, they would be taking the drainage <br />and putting it into pipes. He indicated they do have a 30 foot setback from 151st Street and am <br />preserving all of the vegetation along 151st. He stated there is also a natural berm that occurs, and <br />they will be adding more trees. <br /> <br />Jeff Litfin, MN Skyline Partners, stated that there is obviously a strong sense of community here. <br />He stated that he wants the residents to know that they do not take these matters lightly.
