equipment from Anoka, and relocate them to this Ramsey site. He indicated that they want to be <br />careful not to compromise coverage in Anoka. He stated that they feel this location in Ramsey is <br />ideal. <br /> <br />Vice Chairperson Johnson asked if the County looked at a higher spot for the tower, noting that <br />the City was not fond of that location. <br /> <br />Mr. Tonding indicated that there was a hill they were considering, but the City had other plans <br />for that area. He stated that the higher they can get the tower, the better. He explained the <br />coverage map, noting coverage within the County area. He showed a second map of the four <br />communities that looked at coverage after the new antenna was up that demonstrated the <br />changes. He stated that this tower has a very significant public safety implication, and he <br />believes it will be a significant step up. <br /> <br />Dean Kapler, Fire Chief, indicated that Police Chief Jim Way is on vacation, but he agrees with <br />this proposal. He stated that the system put in was a huge undertaking. He indicated that the old <br />system was very poor in Ramsey, and it has improved greatly, but they would like to go this last <br />step and cover all of Ramsey. <br /> <br />Commissioner Van Scoy stated that it looks like it will be a huge improvement. He indicated <br />that the question is that this site is right in the middle of a residential area, and they are looking at <br />a school nearby. He asked if other sites were evaluated. <br /> <br />Chief Kapler indicated that the optimum site was the current City Hall site, and to place this <br />tower into the center of that site was not the best use. <br /> <br />Mr. Tonding stated that they looked at several sites, including water towers, but they were not far <br />enough north and west, or they diminished coverage in Anoka. He stated this is really the best <br />site. <br /> <br />Motion Commissioner Van Scoy, seconded Commissioner Shepherd to close the public hearing <br />at 9:52 p.m. <br /> <br />Motion Carried. Voting Yes: Vice Chairperson Johnson, Commissioners Brauer, Cleveland, <br />Shepherd, and Van Scoy. Voting No: None. Absent: Chairperson Nixt, Commissioners <br />Levine, and Watson. <br /> <br />Commission Input <br /> <br />Motion by Commissioner Van Scoy, seconded by Commissioner Cleveland to recommend that <br />the City Council adopt Findings of Fact relating to a request from Anoka County for a <br />conditional use permit to construct a communications tower on a portion of the City Hall campus <br />adjacent to the substation. <br /> <br />Planning Commission/February 2, 2006 <br /> Page 16 of 21 <br /> <br /> <br />
