Associate Planner Dalnes advised that Ron Tallman has applied for preliminary plat for the <br />development of 12 single-family lots on the property generally located on 173rd Avenue east of <br />Puma Street. She stated that the 12 new lots meet R-1 Rural Developing standards for lot size, <br />but several lots appear to be smaller than the required 80 foot lot width, as established in City <br />Code. <br /> <br />Associate Planner Dalnes indicated that the proposed lots will be served by a common septic <br />system and constructed to hook up to municipal sewer and water when and if they become <br />available to the property. She stated that as part of the requirements for cluster developments, a <br />detailed plan for the design, management, and maintenance of the community septic system is <br />required. She indicated that this information has not been submitted at this time. <br /> <br />Associate Planner Dalnes stated that the utility plan indicates the intent to construct individual <br />wells on the property. She indicated that details on the installation and maintenance of water <br />pipes have not been submitted at this time. She stated the preliminary plat proposes access from <br />173rd Avenue and shows Nutria Street platted and constructed as public right-of-way ending in a <br />cul-de-sac that exceeds the 600 foot maximum allowed by City Code. She indicated that a <br />variance to cul-de-sac length is being processed in conjunction with this application. She noted <br />that in accordance with City Code, 171st Avenue will be extended to the west boundary of the <br />plat with a temporary cul-de-sac to facilitate an easier connection in the future. <br /> <br />Associate Planner Dalnes stated that Staff is recommending that the preliminary plat public <br />hearing and application is tabled until additional information regarding the specifics of the <br />common septic system is submitted, as outlined in the City Staff Review Letter dated January 27, <br />2006. <br /> <br />Public Input <br /> <br />Vice Chairperson Johnson opened the public hearing at 7:55 p.m. <br /> <br />Ron Tallman, applicant, questioned why this is being tabled. <br /> <br />Vice Chairperson Johnson advised that it has not been tabled yet, however Staff is <br />recommending tabling because of concerns which have been conveyed to you in the Staff Review <br />letter, primarily regarding the common septic system. <br /> <br />Jim Maloney, John Oliver and Associates, representing the applicant, indicated that they <br />understand the comments received from the Staff Review letter, and are working on the issues. <br />He stated they heard the comments from the previous development, and have almost identical <br />issues. He indicated they are proposing a development within the regulations of the cluster <br />ordinance. He stated their wetland mitigation permit is in process. He indicated that they do not <br />see any issues listed as being something they cannot address and come into compliance in their <br />entirety. <br /> <br />Planning Commission/February 2, 2006 <br /> Page 7 of 21 <br /> <br /> <br />
