Presentation <br /> <br />Assistant Community Developmem Director Frolik advised that Bruce Chalupsky, for MN <br />Skyline Partners, LLC, has submitted an application for an amendment to the 2001 <br />Comprehensive Plan. She indicated that the request is to change the land use designation from <br />Low density Residential to Medium Density Residential. She stated that the property is located <br />to the west of Nov/then Boulevard and to the north of 151st Lane. She indicated that the <br />amendment to the Comprehensive Plan, coupled with a rezoning and subdivision request, would <br />allow the applicant to develop the property with townhomes up to seven units per acre. <br /> <br />Assistant Community Development Director Frolik stated that the City Council adopted an <br />Interim Policy for Comprehensive Plan Amendments to serve as a guideline for reviewing <br />applications. She stated that Staff has found that with the Interim Policy, as substantial amount <br />of information is needed before the Commission and Council can make an informed decision on <br />the proposed Comprehensive Plan Amendment. She indicated that Staff typically gets this <br />information at the preliminary plat stage. <br /> <br />Assistant Community Development Director Frolik indicated that with these facts in mind, Staff <br />is of the opinion that no determination should be made on the Comprehensive Plan Amendment <br />at this time. She stated that the proposed Comprehensive Plan Amendment should be considered <br />at time of Preliminary Plat submittal. <br /> <br />Assistant Community Development Director Frolik indicated that Staff would recommend that <br />no decision in regards to the application be made at this time. She stated that since public <br />hearing notices were sent out, the Planning Commission should open the public hearing and take <br />comments. She indicated that Staff suggests closing the public heating after all testimony is <br />heard. She stated that if the project moves forward to the preliminary plat stage, Staff will send <br />out notices for another public hearing for the proposed Comprehensive Plan Amendment. <br /> <br />Public Input <br /> <br />Vice Chairperson Johnson opened the public hearing at 8:16 p.m. <br /> <br />Larry Hillard, developer, stated he owns property in Ramsey. He indicated that their company is <br />MN Skyline Partners, specializing in upscale properties. <br /> <br />Bruce Chalupsky, IHB Corp., representing the applicant, indicated he hopes they have come up <br />with a plan different than what has been previously proposed in Ramsey. <br /> <br />Mr. Chalupsky indicated that the original sketch plan started with about 75 units in Phase 1 and <br />2, and has been scaled back to 65 units, with 59 units in Phase 1. He stated that one issue is <br />access to park and recreation areas, so they created area for tot lots and a community gazebo <br />allowing kids to stay on the inside of the development rather than playing by the traffic.
