CITY COUNCIL WORK SESSION

Topic Report: Sketch Plan for Skyline Pointe
By: Jason J. Schmidt, Management Intern

Background:

Skyline Pointe submitted a sketch plan to develop 59 townhome units on 9 buildable acres located
to the west of Nowthen Boulevard and to the north of 151~ Lane. The Planning Commission
reviewed the sketch plan at their February 2, 2006 meeting.

There were several concerns about the specifics of the proposed development with the mount of
townhomes being placed fight next to single-family bomes. The Planning Commission did not feel
the site was adequate to change from low density residential to medium density residential. In
addition, the Planning Commission was concemed about the one access point that would serve the
proposed development off of 151st Lane.

Skyline Pointe revised the sketch plan and is proposing to add single-family (bungalow) homes
along 151a Lane to blend into the existing single-family neighborhood, offering a smooth transition
from low density residential to medium density residential. The revised sketch plan proposes 8
bungalow homes and 46 townhome units for a total of 54 units on the 9 buildable acres site. The
revised sketch plan also addresses a temporary access point onto Nowthen Blvd, which is pending
approval, after a traffic study is completed by the Anoka County Highway Department.

Attachments:

a)
b)
c)

Site Location Map
Original Sketch Plan (current and future phases)
Revised Sketch Plan

Action Statement:

Staff is requesting that the City Council review the proposed development and offer an opinion of
the general layout and concept of the proposed sketch plan.

CCWS: 3.14.06
