CASE #2 <br /> <br /> CONSIDER PROCESS FOR STREETS <br />SCHEDULED FOR RECONSTRUCTION IN 2006 CIP <br />By: Steven Jankowski, City Engineer <br /> <br />Background: <br /> <br />The Capital Improvement Program has two street reconstruction projects scheduled for <br />implementation in 2006; Dysprosium Street from CR 116 to 143ra Avenue, and Garnet <br />Street and 168th Avenue in the Now and Then Estates subdivision. Both these projects <br />should receive careful consideration prior to proceeding with implementation. <br /> <br />In the case of the Now and Then Estates, these §treets were constructed in 1988 with a <br />road structure that was typical for the City's predominant sandy soils. This area however <br />contains clay soils and the roadway exhibited sighs of pavement failure shortly after <br />construction. As a consequence the City has patched these streets on an as needed basis <br />and has never performed routine maintenance knowing that reconstruction would <br />ultimately be required. Consequently these residents have never been assessed for the <br />repair and maintenance that other City residents have incurred. On the other hand these <br />residents have endured the generally poor condition of these roads over this period. One <br />element of this project would be to determine what portion of the cost of the <br />reconstruction shall be assessed to the residents. <br /> <br />A second issue associated with this project relates to the close proximity that sanitary <br />sewer and water will be to this subdivision by the end of 2006. It would seem <br />inappropriate to reconstruct these roadways without the installation of urban services <br />given the proximity the proposed Brookfield development and the indicated desire by <br />many of the residents within Now and Then Estates to subdivide their properties. The <br />installation of urban utilities in this subdivision in turn would require consensus on where <br />future streets are to be installed. Finally, the activity associated with the construction of <br />the Brookfield development is likely to have an impact on the streets in Now and Then <br />Estates despite best efforts to limit traffic through this subdivision. It may result in a <br />better product if this reconstruction was implemented after a substantial portion of the <br />Brookfield Development has taken place. <br /> <br />Dysprosium Street was constructed between 1985 and 1987 and has received periodic <br />preventative maintenance, but the pavement condition has deteriorated to a point were <br />reconstruction of the pavement is recommended. This is particularly true because of <br />additional design considerations such as adding sidewalks and incorporating traffic <br />calming and an enhanced streetscape. The Dysprosium Street project has a similar issue <br />relating to the level of contribution from the benefiting property owners. However, recent <br />discussions of revising the configuration of TH 47 also has an impact upon this project. <br /> <br />-281- <br /> <br /> <br />
