Motion by Councilmember Cook, seconded by Councilmember Olson, to authorize the execution <br />of the pumhase agreement for wetland banking for Improvement Project 03-20, NW Trunk <br />Sewer and Water Project, contingent upon City Attorney review. <br /> <br />Motion carried. Voting Yes: Mayor Gamec, Councilmembers Cook, Olson, Elvig, Jeffrey, and <br />Pearson. Voting No: None. Absent: Councilmember Strommen. <br /> <br />Case gl0: Report from Personnel Committee <br /> <br />1) Consider Resolution Appointing Board and Commission Members <br /> <br />Councilmember Cook explained currently there are four vacancies to be filled on the Park and <br />Recreation Commission, the Economic Development Authority, and the Public Safety Board. <br />These positions were advertised and approximately 11 applicants were interviewed for the four <br />vacant seats. The interview panel consisted of the three members of the personnel committee, <br />and the chair and vice chair of the Park and Recreation Commission, the Economic Development <br />Authority, and the Public Safety Board. He stated the recommendations for appointments are as <br />follows: <br /> <br />Park and Recreation Commission · Mr. Steven Hansen to a term expiring Dec. 3 I, 2008 <br /> · Ms. Amber Erickson to a term expiring Dec. 31, 2009 <br /> <br />Economic Development Authority <br /> · Mr. Martin Schindel to a term expiring Dec. 31,2011 <br /> <br />Public Safety Board <br /> · Ms. Suzanne Bollman to a term expiring Dec. 31, 2009 <br /> <br />2) Consider Accepting City Administrator's Performance Evaluation <br /> <br />Councilmember Cook reviewed that on January 31, 2006, City Administrator Norman and the <br />City Council met to discuss Mr. Norman's 2004-2005 performance. Based on Mr. Norman's <br />satisfactory performance, a request from Mr. Norman and a recommendation from the Mayor, it <br />was the consensus of the City Council that Mr. Norman's employment agreement would be <br />amended to include monthly City contributions of an additional $ 100 per month, totaling $5,400 <br />annually to deferred compensation. It was the recommendation of staff and the Personnel <br />Committee to approve the deferred compensation, and that the Mayor be authorized to execute <br />the addendum to Mr. Norman's agreement. <br /> <br />3) Consider Ending Probationary Period for Associate Planner <br /> <br />Councilmember Cook explained Breanne Dalnes has successfully completed her six-month <br />probationary period as Associate Planner. It is the recommendation of staff and the Personnel <br />Committee that Ms. Dalnes be retained as a full-time regular Associate Planner. <br /> <br />City Council / February 14, 2006 <br /> Page 16 of 26 <br /> <br /> <br />
